This course will provide the student with an understanding of the history, development, and evolving philosophy of public sector human resource administration, as well as introduction to specific techniques necessary for the management of human resources. Among the issues to be examined are recruitment, selection, and training of personnel, affirmative action, labor-management relations, and the role of a manager in public sector organizations.
